force is what causes a body with mass to accelerate

Because the floor is solid, it exerts a normal force upward to cancel the force you apply and keep the table where it's at.

Force according to Newton's Seconds law, is the rate of change of momentum.
But the effective force is the result of the active / applied force and the reactive force, acting in the opposite direction. If the reactive force balances the applied force, the resultant force is zero and thus no motion takes place.
When a body of very light mass lying adjacent to a heavy mass. And push applied to the light body will be ineffective in causing any motion as there will not be enough energy to bring about a change in momentum even though a finite force is applied. We may also infer this result as that the reactive force had balanced the applied force, casuing no change in the state of motion of the bodies.

As the table is very light compared to the mass of earth, the rective force balances any applied downward force causing no displacement.
