Someone has to supply you with an Internet connection. They provide cables, routing and bandwidth (which is what they charge for).
Depending on where you are, you might find (for example) public libraries offering Internet access, or coffeeshops providing WiFi connections to their customers, so you might not have to /pay/ (except for the coffee), but an ISP has to be involved at some point.

Some coffee houses & restaurants (Atlanta Bread Co., for example) offer free wireless connectivity.
Also, some libraries and community centers will let you use their PCs to access the Internet.
Sign up for a class at your local community college and use their computers (while you're taking the class). Sometimes the school will have their own dial-up numbers you can connect to from home.
You want access from home? See if one of your nearby neighbors will allow you to piggyback on their wireless network. (Don't do this without their permission -- it's theft.)
There used to be some 'free' dial-up services that would make you load some ad-viewing software on your system. You 'pay' them by viewing the ads. Check out: http://www.greatdialup.com/

You have to have some sort of ISP to access any website whether it's free or not. If you can't get DSL then there are many dial-up ISPs which will only charge you per call and not charge a monthly fee.

well technically other than the Wifi option if you currently get cable programming you can buy a splitter and a cable modem of your own and filter signal to your cable modem. Since the cable company wont be directly sending you a data signal you will occasionally get dropped from the Internet but you can always try and reconnect/restart cable modem for a new ip address

If your on a laptop, try a wifi spot. If not, try the library...most have computers with internet access.

You could by a laptop ( with a wireless card builtin ) and see if your neighbors have a wireless network at their house. If they do, you may be in luck, just connect to their wireless router ( if its not password protected ) ~ good luck ~
