Probably. The reason that you like someone has to do with a lot of things, but mostly they're reflexive things which the other person will also like in you.

Like, as in friendly like, or romantic like?

If it's friendly, more often than not you'll get a positive response. However, if it's romantic and the other person doesn't have the same or similar feelings, then chances are it will go nowhere.

So the answer is both: True AND False.

Well, if it were true, then I think there would be less heartache in the world. I think people we Respect generally respect us back, but I think for people we're attracted to or "like" in a romantic sense, there's only about a 25% chance they'll "like" us too.

True, we are by nature a social animal. When you accept someone and approve of them, they feel good and they associate that feeling with you. Isn't that how society is supposed to work?
