There is a traditional American craft I was shown once at a WI meeting but I can't remember what it was called.
A cone is shaped from cardboard and then stood on the wide end. A piece of an old white sheet is dipped into a flour and water paste and throughly soaked them wrung out. This is placed over the cone, draped into pleasing folds and left to dry. This method made great robes for nativity figures. It is quite stiff and can be spray painted , glittered etc.
I don't remember how the head was made but a polystyrene ball should do. Glue on some wool or doll's hair for hair and paint features
A strong craft wire covered with gold foil to make the wings and halo.

A lot of ideas for forms are listed in the Forms Link. My first though of angels, is one in a long flowing gowns (Think: Renaissance) but you may have another idea altogether, such as a more modern looking angel that could be anyone's grandma. One type of form will be more amenable toward your overall vision than another.

Obviously you have never done a web search for angels. There are a multitude of offerings. You should search for just the kind you want.
