when there was construction on my street, they had to turn off the water connection. ever since then, i lost pressure for my 2nd floor and basement. there seems to be very high pressure for the first floor and basement. also, my hot water is very very hot (and the water tank temp knob is fine at the warm temp) and it's taking a lot of cold water, almost turned on all the way and the hot water on just a little tweak open. what's wrong here?!?!?!

The change in pressure could have forced trash in the line to become lodged in your pipes. You may need a licensed plumber to check it out. It has happened to us before so I know it is possible.

There may now be so many new houses in your area that the water pressure in the main serving it has dropped from the added flow.

If it were me I would ask the neighbors on the street if they are having the same problem. If they are, you all should go and complain to the water department. They may be able to increase the pressure of any booster stations serving your area or they may realize they need to add a booster station or a larger main to compensate for the added homes.

It could be a numer of things but the thing you should try first is the aerators. (They are the little device screwed to the end of all of your faucets with the screen in them.) take them off of each faucet and make sure they are not packed with some of the particles that may have gotten into your lines. this may work and is an easy and cheap (free if you clean out the aerators) thing to try first. If not you may have bigger particles caught in some of the shut off valves in your house. good luck with the aerators
