CO2 reflects nothing. Not on earth not on Venus. The Venutian clouds are mainly sulphuric acid droplets, not CO2. CO2 absorbs infrared radiation. Or heat. The CO2 molecule then becomes excited and eventually reemitts another infrared photon. This photon can go anywhere but 50% of the times it is emitted downwards to the planet from which the heat came from in the firstplace. And so CO2 acts kind of like a blanket that keeps heat in. The Venutian clouds reflect 65% of the incoming sunlight before it reaches the surface (and becomes heat) but Venus atmosphere is so thick that that heat is enough to keep Venus as hot as it is.

On Venus they say that the CO2 reflects the heat To space. Then they say that the CO2 here reflect ts the heat to earth. Here on earth we have plants that take the CO2 and gives us back the O2 . the plants keep the C as part of the fossil fuel recycling.
