how to make a simple mascot?

i'm assigned to do a mascot for a school celebration(the mascot is a cartoon character)and i have no idea to do it, do you have any ideas to make one?atleast the head gear

I had to make a rabbit head one time and I got one of those large bouncy balls on the rubber band. Covered it in the Plaster Gauss (like the cover your broken arm with) about 3 or 4 layers, let it dry and let the air out of the balloon and them trimmed up the bottom so it sat on the shoulders. Cut eye holes and made so ears and etc etc. painted it. Worked out quite nice. I think we glued a helmet inside so it could be fastened on. I think I remember it being unstable, before the helmet.

You could also use papermache. Strips of news paper soaked in wheat paste and layered on. Stinks until it dries good.

Go to a local costume shop and examine their animal costume heads and see how they were done. Be a little sneaky.
