It is used as a "frame" around the actual story in an attempt to make it appear more historically believable. Had Hawthorne merely told the story, the reader would assume it was fiction. By framing it within a "modern" setting where the narrator finds a manuscript and reads it, the reader is invited to see the story as "fact" rather then "fiction".
