I think it expands through his experience of what he sees and feels around him a combination of both :))) I think an artist has a divine gift from within though that it is innate to create but with subjective and objective views at certain times and areas of the artists life :))))

Just like a singer his voice get better and stronger like a tenor going for voice lessons his voice grows stronger the more he practices the more concerts he has and the more he sings and creates as he grows each year as long as he or she is constanly active :))))

Although your two factors are not mutually exclusive and they are correct to some extent, there are more factors involved.
There are factors such as luck and inspiration. Luck because sometimes exposure to inspiration may not depend on the artist's efforts, and the quality of the inspiration versus the environment may be random.
Now, the artist's ability to more often capture available inspiration may be developed. Also the ability to develop and manifest ideas can also be developed.
But like many trades... as time passes some skill aspects that are not used may fade as others may grow without much reason.
Brain biology may also interfere with this process. As we become older we are less likely to accept the new. We form little concepts that may help in some occasions, but impair in other occasions. And humans tend to settle in their ways which might make some become trend dinosaurs.
Indeed this is a far more complex issue than you might have realized.
Thus, the high value assigned to what is viewed as excelling artistic achievements...!

Depends on the artist. The Stones put out one of the best rock albums ever "Exile on Main Street" but their last ten albums are run-of-the-mill. Take William S. Burroughs and he got better with age.

i think experiences play a much larger role in the growth and maturity of an artist. if the artist keeps on creating without experiencing anything new, the tendency is for his/her art to be flat, have one look, and express only one side, which is fine for a gallery showing, for example, to have one look in accordance to the theme. however, for the artist to continue to express his work to others and allow them to experience his feelings i believe it is important for them to experience new things to be able to add to the art
