Dont pay for your fees if you do a HNC twice? how annoying I have to get a loan to pay for it now just because Im doing the same level twice

Most Companies operate similar** systems .. I would guess it's to encourage candidates to apply themselves first time around ..

** In some cases, you pay and they re-fund you only if you pass ..
