Usually this means a group of attractive young ladies who would ostensibly avail themselves to the charms of romantically inclined young men prone to swooning the ingenues with entertaining yarns, words and wit (though likely not wisdom).
Consequently...this question has nothing to do with philosophy, except maybe for the philosophy of love.

Just emphasis. No difference, really. Total babe usually will always mean "very hot". Babe can mean that or a friend/girlfriend
