If you want to collect items you like. Just buy what you like.
If you want to collect for future value you need to educate yourself on what is good art. And you will have to decide when you see something if you want to buy it on speculation. Some are will go up in value and some will go down. A lot of factors will cause changes.
I have art I bought for $350 that is now Worth $40,000. but only if I can find a buyer. I have one piece that I bought for $25.00 I did not really like the persons art It was very primitive but I selected one that I could live with. Recently her work has started to be collected and is selling for $800.
One artists who work I looked at was in the $10,000. range and he had a serious illness in his family and started discounting his work to raise money and his work has bottomed out in prices. Someday it will go back up....hopefully.
I buy what I like and don't worry too much about the present value. Someday a distant relative will probably sell them in a garage sale for $.25 after I'm dead and gone but I won't care anymore.

Check your local alternative or listings paper for gallery openings near you. Your choices may become wise future investments and usually work by new or "emerging" artists can be acquired inexpensively. Some GREAT websites that feature amazing work by artists and craftspeople from all over the world are etsy.com and yessy.com. You can even search these sites by geographical locale. You start with a GIANT pile of money and go to an auction house like Sotheby's or a reputable art dealer in London, Paris or New York and say what's up!!!
