How is Washington D.C. politically organized?

I mean does it have a Constitution, ist it counted as a State, does it have a Governor, Justice and a Congress?
Can you explain me how is it organized please?

Ultimately, the Uinted States Congress runs it. Practically, it is run like a city, with a major, assemblymen and the like.

Washington D.C. has no constitution because it is only a district.
