One needs both intellect and feeling for good living and for good decision making, for good work and for good team work and leadership.
However while making decisions one relies more on intellect than emotions. This way intellect is superior to 'feelings' or 'emotions'.
But for good team work and leadership skills one needs a strong 'EQ' along with high 'IQ'. Where 'IQ' is intelligence quotient laregly revealing superior intellect, 'EQ' is Emotional Quotient reflecting emotional strenghth and emotional maturity.
So in general terms intellect may be considered superior to feelings, but 'EQ' is important too.
But before a judgement is taken let me elaborate one more fact.
Largely by feelings we mean 'emotional feelings' But there are some feelings at spiritual or soul levels. They are how a higher self or soul feels and trie to guide one.
Often 'Spiritual feelings' or 'Feelings from soul' are considered superior than intellect.
Example of 'Soul feelings' are attempts of such feeligns to stop one from misadventure, suggestions against gross immoral or unethical acts, try to prevent one from what is wrong or very harmful etc.
For the souls developed spiritually these higher feelings or feelings from the soul even guide one ahead on the path that is beneficial for one's progress and growth in physical materialistic sense as well as spiritual sense. They act both as a lighthouse as well as a lantern on the path.
One's soul's feelings usually helps develop oneself slowly and gradually but seeks for all round development of an individual and strives to give a balanced and harmonious life.

Feelings can hold things together and the intellect can discriminate between one thing and another. Both are needed in a balanced life, so I would not say that one is superior to the other. In a vital, wholesome life, they should work together as equals.

Intellect. Without thoughts how can one possible know what the feelings are? With feelings alone, we'd be just one big emotional mixture of odds and ends without a meaning. We need our conscious mind to decipher these codes.

Neither. Both are important. Both provide us with some kind of knowlege.
