I believe the formulas are:
MnO2 with the name Manganese (II) Oxide
MnBr4 with the name Manganese (IV) Bromide
am I correct?

MnO2 is manganese(IV) oxide

As for MnBr4 I don't know if it acually exists or not, but MnBr2 does with Mn in its +2 oxidation state - that being called manganese (II) bromide.
