Christians were persecuted just like in Jerusalem and it was the reason why Jesus was crucified by the Romans. Politicians were afraid of the moral teachings of Christianity. Thus, early Christians suffered the same fate in Rome until a Christian emperor rose to power.

After spending generations being persecuted by those in power they learned to "play the game". They acquired the power and began to persecute anyone who opposed them. Jews, heathens and even heretics where tortured and killed if they didn't follow the party line.
