neither is actually wrong but the most common is "happy belated birthday". If you are having trouble deciphering between the truth and those misguiding you, might I suggest buying a card that states this?

The meaning of belated means, having been delayed, done or sent too late. Belated happy birthday is gramatically correct,
because there is no such thing as a "belated birthday".
A person's birthday, is the their birth - day, so many years after their birth.

Both are right grammatically. But I think "Belated happy birthday" suits better to our ear than "Happy belated birthday".

We should wish in a way that sounds our real wish that is our happiness to others. So I think it is better to emphasize the 'Birthday' event as Happy (Belated happy birthday) not as Belated (Happy belated birthday).

Belated Happy Birthday, because it is you telling them happy birthday that is late, not thier birthday itself.
