The thing she needs to realize is that she can make a come back as a singer, but not as the "sex bomb pop queen" she used to be.
Some people are just diehard Britney fans and will like just about any song and performance she makes. There are also hardcore critics that will always hate and pick apart everything she does.
The majority of people expect artist (whether it's Britney, Christina, Avril, etc.) to evolve, change, and grow as their career progresses. They want to hear new stuff, experience new emotions, and see the artist doing something new and interesting. These changes may lose a few fans, but new fans may be draw in, and long-time real fans accept and appriciate the new phase. No one (not even loyal fans) want to see "more of the same" from an artist, because it gets boring and everything starts sounding the same.
Britney started with the "innocent teen phase" singing of crushes, teen-angst, and other high school drama themes. (Albums Baby One More Time & Oops! I Did It Again)
Moved on to the "I'm a grown up girl phase" singing more with themes on being an older rebellious teen. (The Britney Album)
Then moved into the "I'm a woman and sexy siren phase" singing more on being a rebellious party girl. (In the Zone Album)
I would advise putting the career on hold for 2-3 years, go into rehab, concentrate on the kids and refocus coming up with some really good songs for the new phase. Stay away from church, religious good-two-shoes popstars are boring unless they become good actors (i.e. Mandy Moore and Jessica Simpson).
The real comback should be the "I'm a mature woman phase" to reflect the real phase of her life and the songs should be on love (Finding it, losing it, searching for it, etc.), friends and family (hardships and fun themes), along with a few dance club-type themes, but forget the super-sexy hardcore party girl themes.
From this point on, forget the heavy touring, concentrate on making good songs rather than stage performances. When the new album comes out do a bit of touring, but tone things down. Use outfits that are "subtley sexy" not the old super-sexy bikini-type outfits.
Dance routines should be slowed down a bit and more artisticly graceful, except for when performing the dance club-type songs. That's when you get thing hopping with faster-paced routines similar to the old-style performance, but not as overtly sexual.
The overall stage performance should be less of the traditional rock concert with flashing lights and a bunch of fireworks. The shows should be more artistic with changing scenery, elaborate costumes, and lighting that fits the songs. A few pyrotechnics would be okay during the dance club-type songs.
I think this is the route Britney needs to go if she wants to make a comeback as a singer.Otherwise she needs to dropout of the lime light focus on family and change careers to strictly songwriting, producing other artist (perhaps under her own label), or some other endeavour where she does NOT perform publicly (acting, infomercials, talk shows, etc) and can be more successful behind the scenes.
Ironically, I'm not really a Britney fan. I don't have any of her albums (had to look up the names and order they came out) and I don't like a majority of her songs. I didn't really find her all that fasinating until she got pregnant. I didn't really like the way she looked before, with the rock-hard abs and skinny build. I think her appearance at the VMAs was nice, I like the way she looked, but I didn't like the performance. I think she has a much sexier figure now than before she got pregnant, she looks better with softer curves.
I'm actually hoping she can get her life in order and make a comeback with something much like what I've suggested. I think that's what her fans really want to see. A new Britney that turns from being a young sex siren to a more mature woman that sings more heart-felt and meaningful songs. I'd really like to see her be successful again in some way, everyone loves an underdog, and I like to see mean-spirited haters eat their own words. It would be a great story if Britney could pull it off.

She needs to revive her personal life and get her act together before she has any hope of reviving her "career". It was pitiful watching her performance last week on the MVA.
She should get off the drink and booze, stay out of the limelight and concentrate on her two children. Get off the drugs. Learn how to parent. Have intensive therapy. Rebuild bridges with her mother.
Then, she needs to apologise to her fans for her behaviour - whether her fans think she needs to apologise or not, she should for her own wellbeing. She has a lot of pre-teen fans who look up to her.
When she gets her career back on track, and I believe she could do so, she should also learn to cover up more - a mother of two lurching around stage in a sparkly bikini and a bad wig just looks ridiculous - she's not a teenager any more. Her overtly sexual moves on stage just look sad. She would look a lot more elegant and be taken more seriously if she covered up her boobs and ***.

I'd advise her to go to rehab then maybe spend all that time with her kids rather than partying. Maybe she should also try to lose all that weight to get back on top. Doing charity work should help too. Also, she should try to make friends with the right people in Hollywood, not all those party girls like Paris Hilton who always make it into the headlines for doing something stupid (and usually, illegal) and going to jail or stuff like that.

Your career was launched in large part by sexiness...and you're losing that bigtime.
You didn't begin your career by partying til the wee hours, drinking, drugging, and by generally bringing far less than your A-game.
You can certainly end it that way, though.
Choose.

I would love to see her take up Simon Cowell's offer to manage her career. She needs someone to help her manage her time and set priorities. Then she might have more time to spend with her kids and stay out of trouble, and still continue to make good music.

I would not want her to revive her career. I would love to give her advice on the importance of your children and how you should dedicate your entire life to them. They are precious.
