well who ever told you that is not obviously good at lying
the web cam is powered either by the usb port or it has a power adapter !!!!!
but the amount a power adapter requires is very little so YOU HAVE BEEN TOLD A BIG FAT lie

No, a load of rubbish that camera is powered from the USB port.

Sure. Any device that takes power may have fuses in it.
