If you're sure Publisher is installed then do this.
Opem My Computer and double click C: drive now double click Progam files and Double click Microsoft Office and then Office either 10,11 or 12 depending which version you have.
Look for MSPUB and RIGHT click it the select Copy. Now close all windows so you're back on the Desktop and Right click a space then Paste Shortcut.and your Publisher shortcut is back.

your best bet is to install Google desktop search. Let it index your computer and then use it to search for it.

But just to make sure, you can't see the icon under the Start menu, and the all programs menu? Under Publisher? or Microsoft Office?

click on search, and type in .... publisher ... the search engine will find it for you,

Once it has found it look at the path and folder it is in,

or you could click on my computer, click on c:/ ... look for programs, click on it to open the folder, the look for the publisher folder...
