For whistling an actual TUNE, I do not believe there is any standard way to do this (other than to try to describe it).

For special short whistles that are more like words (expressing an emotion) --

The most common one is "whew" -- sometimes with additional w's tacked on ("wheww" or "whew-w-w")-- usually to express surprise or relief

(As for how you indicate the sort of two-part whistle you might hear when someone is impressed, e.g., the sound boys might make when they see a pretty girl [first a brief going up, second longer going down below where you started]... don't know if there's a special way to write it.)

Excellent question and I wish I knew the answer.
"Fweep" perhaps. "Tweet" doesn't seem quite right.
I have seen the sound of someone calling a dog or a taxi written as "Fweep" but as far as whistling a tune... beats the holy living daylights out of me.
