They should be examined from all angles to see any scope of improvement, failing which a suitable and proportionate punishment be given.

Well we already have a return to old school torture with the routine use of tasers, stun guns, and pepper spray. At some point these got classified as non-violent and became not just a way to subdue the violent, but to punish the non-compliant. Chained yourself in protest to a door? pepper spray. Three cops on your back not enough to push that arm back into the handcuffs? a nice little electric shock. What started out as an alternative to the gun has transformed itself into a replacement for the billy club and the old rubber hose. Sure they might kill every thousandth person, but apparently we've accepted that as OK.

Shoot, we are going in the opposite direction as far as punishment goes if you ask me. In the future, a slap on the wrist for just about everything.
The only way to stop criminals from committing criminal acts, (I mean bad ones like murder, rape, and anything that has to do with harming children) is to make the punishment so severe that it would be unthinkable to commit the crime.

I think the bleeding hearts will ultimately render jails and prisons inhumane and unconstitutional - period/dot. Which means of course, that all the thugs will be running loose on the streets - hmmm, kinda like they do now.
