Many schools only count junior and senior GPAs, mine is 3.89.

My GPA is generally above most schools average and my GMAT is generally below. I'm kind of confused what to aim for, I know I'm a good students, I just suck at those damn standardized tests.

Many schools do not require the GMAT but the best will. You may be better served to take a course or two in test taking, refine the skills you scored poorly on, and retake the GMAT.

If you can get a good GRE score, consider a related MA or MS (such as finance) and then change to the MBA once you prove your ability to do graduate work. This might get you into a better school or you may find you'd rather have the MS.

Weigh heavily whether you want an MBA from a less prestigious school or an MA/MS from a more prestigious one. The MBA is such a general degree by nature that the GMAT really does predict success in most takers. Do an honest self-evaluation and see if you can improve that test score.
