Yes, TYR & Speedo make swim caps out of lycra spandex.

Yes there are lycra ones, however if you have long hair I would not recommend them. Basically the lycra ones are made out of the same material as a swim suit. It is difficult to keep long hair in them because they do not stretch as well as the silicone ones.

Yeah, they make them out of some kind of cloth (spandex sounds right) but they'll do nothing to keep the water out of your hair.
