Am having trouble obtaining the best color configuration for my monitor.
Programs like picassa, photoshop and windows picture and fax viewer appear more saturated between one another.
Can anyone recommend a method i could use to solve this problem ?

The best you can do is to calibrate it with a colorimeter, such as a Spyder or a Huey.

However, you are limited in the range of colours that your monitor can produce by the limited saturation of the red, green and blue phosphors( for CRTs) and dyes (for LCDs). You can not get a deeper blue than the blue on the monitor, so any picture with very saturated colours in it is not going to look the same as the actual object/scene.

Even if you do calibrate the monitor, what this will do is create a custom ICC or ICM file for your monitor, in your location. If the program you are using does not utilize this colour correction file then you gain nothing. I would suspect that the better programs - photoshop, etc. will use the ICC/ICM file. The fax viewer is less likely.
