I completed MSc. and one PGD. Is that enough to do phd at USA?

The requirements are pretty much the same as for American students. The minimum requirement for entry to a PhD program in the US is a BS or BA. More is better.

In addition to yout MS, you will probably have to take the GRE exam -- and possibly the TOEFL exam.

this question assumes all "American colleges" are precisely the same. Your GPA seems sturdy, even yet it must be greater effective to direct your question in the direction of a particular college or colleges.. in view that admission standards will selection. -good success
