A good starter program (in my opinion) is MS FrontPage, pretty straight forward and user friendly, but limited.
Macromedia Dreamweaver is a step up, and you get a few more frills with it, from there, you can start getting creative.
While you are playing with those, try learning some HTML coding.

The easiest way (it's also the way that takes the most time) is to actually learn HTML, CSS, programming, Javascript, PHP and SQL. When you know what you're doing, doing it is fast. When you rely on software to do it for you, finding software that can do it can be almost impossible.

Dreamweaver is a WYSWIG HTML editor, its the best and its pricey. Consider Microvision Developments Web Express which is similar but not exhorbantly priced.
The WYSWIG editor means "what you see is what you get", kind of like in the latest version of Microsoft Word you change the font size and you see it the font different in MS Word.

Although it is recommended that you should know HTML to build a website, but if you are trying to create a full fledge site and host it in a server then most of the Content Management Software will help you create one.

You can use MS Word to create a document and save it as a web page. Dreamweaver is also a good software to build a site.

If you're looking for freeware:

Then enter HTML editor (it provides the codes for you) or WYSIWYG: what you see is what you get.
