Hitler was caught off guard by the swift success of the german army in France and Belgium.
There is one theory that he ordered his army to stop so that he could reassert his authority over his generals.
Another is that the german lines of communication were overstretched and with the British and French Armies in good positions in terrain that was easy to defend , they could not break through.
The germans managed to bomb the port and the beaches but the British still managed to rescue over 300,000 British and French troops.
This was due to the strength of the R.A.F. and the Royal Navy

Another way of looking at it was that Hitler and his staff did not have their hearts into the idea of destroying Britain. They felt Germany and Britain were not at all natural enemies and should eventually work together. Operation Sea Lion was postponed and never realized in part for the same reason according to some historians.

With all of the men and equipment flowing into the area, Hitler was affraid that it would turn into a meat grinder. The Luftwaffe had promised that they would destroy any shipping and pin the troops down. Also, it is believed that he wanted to keep his armour in tact for Barbarossa.
