First we have to define your terms... minority meaning the 1% most wealthy persons in the world versus the majority as the rest.

Under those terms, the answer is yes and the reason is due to one simple quote, "... an uneducated, ignorant society is more easily controlled."

Pretty much. Probably 70% percent of the general population is either stupid, or complacent. Twenty percent "get it" but chose to let others take the lead. The remaining 10 percent run the place. Remember, "you can't fix stupid..."
