It's not going to help your kids to "screw him over royally" although it might make you feel a bit better in the short term :)
Call the child support agency, they will follow it up. You could also send a note to his commanding officer explaining his inability to provide for his children. That will really **** him up.
If you can, try and keep the moral high gound. He might be a bastard, but you need to show you are the better person.

The military is very, very serious about things like this. The quickest way to get the ball rolling is to call his command directly and speak with an officer. He will get the message. The military will also give him an allowance for each child he has so if he is claiming the kid and not sending you any of the money...well you can finish the rest.

Contact child support enforcement. Tell them your situation. They will go after him for the money. They will attach his wages and make him pay back anything owed. They can also go after his tax refund as well. Since he is in the army it should be too hard to find him. Since he is in the military there are different rules for getting the money. You must have a support order for them to take it from him otherwise it is a little harder to get the money. Child support enforcement should be able to help you.

Go talk to an attorney, Take a warrent out for support. When court time comes, go tell the judge why you want support, and where and what branch of military he is in, and you will get a check. It takes different amounts of time, depends on a lot of different issues.

Contact his superior officer. The military is usually real good about paying child support.
Not only will he get into trouble, but you're kids will get the money to help support them.

well I would try to do 1 of 2 things...because this WILL be complicated...
see, this is a bookable offense in the military and may even warrant confinement...depending on how bad(1 year) he can even be court martialed LIMITING severely how much child support YOU will receive...
hard to get child support from a guy if he gets FIRED..NOW..that is his fault...but his firing affects you directly as well.
that is just on the military side..OR talk to your lawyer and have the court mandate a court order for him to pay or get thrown into jail as a dead beat dad...and that TOO will screw him both civilly as well as in the military..

Army or not his 1st duty is to his children. I would call a attorney. My mom said you can write a letter to his Commanding Officer. No man wants his CO knowing what a loser he is.

The only way it comes fast is if he has a current pay check. Then the court will deduct it from there.
