There is no such thing as the most racist culture or race, it's hard to tell which race/culture is more racist.
The level of racism should be evaluated on attitude towards peopleof different ethnic background and acceptance towards foreigners. From my experience Arabs are the least racist, but like i said it's difficult to tell. East Asians are often racist and prejudiced but so are the Dutch, French, Russians and Austrians. But let's don't generalise any further.
The most racist governments that exist through the history are: Nazi Germany, fascist Italy, Hungary, apartheid time South Africa, Rhodesia, USA also had a long policy of racism towards blacks, Khmer Rouge regime of Cambodia, Bulgaria under Zhivkov...
Countries that practise racial division, whether it be by law or not, are: Russia, Malaysia, Georgia, PRC...
LTTE or Tamil Tigers has also shown a great extent of hostility towards non-Tamils.
The racism of US is no longer skin-colour-based, they've built a new model of racism which counts white, black and Latino Americans as one group, but there is hatred towards people from the Middle East, Mexico, Central Asia and West and North Africa. They are also prejudiced towards Eastern Europeans.
Generally I find that Japanese, Chinese and Koreans tend to stick with their people the most and they like to close their world to outsiders.

I don't think any one culture is the most racist...I am a white American and i am not in the least bit racist against anyone..So to answer your question, all i can say is...Some Humans of all different races.....

Every race or culture has its own racists. There is no such thing as the MOST racist!! I've come across Chinese, Malaysians, Americans, Indonesians, Japanese who are racists and openly condemned other races. Deep down, some of us are racists but chose not to acknowledge it openly. I do admit that I sometimes criticized another race or culture when I feeled that I am right. For example: I criticized the ppl of China for their rude behavior and cheating ways. Does that makes me a racist? Or am I just being honest?

I don't want to sound as if I'm racist... cos' I don't generalize people from the color of their skin...
BUT...
I've seldom come across Chinese who hardly compare their own races with others (openly or discreetly) in terms of superiority or intellect... and its hard to find a Chinese who speaks 'politely' though ethics and mannerism is considered to be a great part of their culture.
I'm not saying they're racist culture or race... just to avoid being criticized whatsoever, but I live among them... and I know them better... I do not know what else could've been worse.
We all do criticize one another for being racist and I may just be wrong, but it is what I've learned while growing up among Chinese as neighbors and family members...
Chinese people get along with me through my looks, not knowing that I'm not Chinese... that is one of the first thing I noticed.

Wow...most of these answers are so closed minded it's actually sickening. No wonder most of the world hates Americans...
There isn't such a thing as a racist culture or race, but only racist people. You can't just say because 10 people in one race are racist than they all must be. How stupid does that sound? There will always be ignorant, racist people in the world, but that doesn't make one race or culture more racist than the next. And frankly, some of you are just as ignorant.
And btw...I'm American.

Hmm...don't think there is one particular one.
You notice throughout history that perspectives of other races change? For example: It used to be perfectly acceptable to treat blacks like cattle. Now racism against blacks is working its way down (still got a ways to go, but it's happening)
What I'm saying is: I think it's more the generations than the cultures. Each generation has a different persepective of the world than the previous. There isn't a racist "race" out there, to be quite frank, just the individuals of certain generations.

White people can be racist, but not the most racist.
Black people can be racist, but also not the most racist.
I think, just pure opinion, that Arabs/Middle Easterners and Indians are the most racist. Just look at Africa, they've tooken over. They go to work in foreign countries and have atleast some type of dislike towards a race.
Example: Arab comes to America dislikes Blacks. Arab goes to Denmark and hates the Danish. Maybe because they're Muslims, not all Arabs are, and don't like to see the women showing skin or people acting out of violence or sinful acts to them.

Okay, fine, I'll give you a serious answer. I'm Chinese and I find black people to be the most racist. Not all of them, of course, but every time something happens to them, they cry racism. They do 100 miles an hour in a busy city street and get pulled over, they cry racism. They open fire on NYC police and the police return fire, they cry racism (anyone remember that one?). My point? Only racists cry racism and black people do this the most publicly. Personally, I blame the media and the glorification of hip-hop music.

the human race..... their is documented proof throughout history that supports this theory of how humans degrade segregate and oppress their fellow beings.
However their is a sub group within this powerful race of beings who are not in fact racist they are called human beings or 'the minority' they are few and far between however their numbers are growing every day....

I honestly would have to say, the white race.
Look at some of the people in this section. There are more racist white people on this site then blacks.
Skinhead Charlie, that Butters chick, Robert Shelton, among others, not to mention the trolls. These people make it a point to come on here just to bash blacks and gays.
Black people don't waste their time being racist. There are more important things in the world to think about.
Whites have a bad, racist history which was passed down to the younger generations, keeping racism alive.
