A lot of schools, inner city ones especially, are simply glorified babysitting services. They're underfunded, there are schools that simply can barely afford to stay open let alone give much needed books to each student. Classes are taught by bored, underpaid teachers who deal more with discipline problems and annoying parents, who are offended by the direction of the wind blowing (suing over moments of silence in school, ect), more than they teach anything. It's more of a keep them busy and out of trouble situation than a good learning environment.

Our police station is 4 blocks away from our biggest high school. They get called there on a daily basis. Gang activity. Violence. Too many students, not enough teachers, not the best pay for the teachers, not enough supplies, books, not enough schools, shall I continue?

We just had a guy terrorizing our grade schools here. He'd jump the fence if he saw a group of girls and actually assaulted them.

Sorry, I wouldn't want to go through that.

I don't know. It could be because many of our public institutions are ridiculously underfunded. And because of poverty, many have to drop out and get jobs.

your question is too vague. please be more explicit.
Lack of discipline is a problem which results in lack of respect for the educators and starts a rebellious attitude that spreads like wild fire.
