I agree on phonezoo.com other than that if you dont want to make your own you can use www.funformobile.com they have a lot to choose from that are already there. i think they sound better too! Plus they have some other neat stuff.
depends on the phone though. gotta have a picture phone that is newer for the most part with verizon.

what nokia model do you have? with mine i use pc suite from the nokia website and just transfer music in mp3 format to use as a ringtone

Depends on the kind of phone. If you have a data cable you can download mp3's and then transfer them to your phone its really not that hard. you can get compatable music off of Limewire.com
