In other words, an insurgent/terrorist could be running away with an AK-47 or RPG in his hand & unless he had taken a shot at US troops those US troops CAN'T shoot back! How the heck can you win a war doing that?

The US military in Iraq isn't fighting a war they are acting as the Iraqi police force. And that ain't right.

Bingo! The US military was very effective in getting rid of the insurgency in Germany and Japan after World War 2. Whenever politicians micro-manage the military everybody loses!

If a soldier shoots an "insurgent" what usually happens is that the enemy's weapon disappears. Right after that some media wieny shows up and acts like the soldier killed some unarmed civilian.
