I sold an item on Ebay and had item in a box with postage. I normally would have waited for payment before shipping the item, however my wife brought it to the post office while I was at work. Sold the item last Friday. I sent the buyer an invoice they sent me an e-mail that said it was "against ebay policy to require shipping insurance." I sent a friendly e-mail back that said they were incorrect but I would gladly remove the shipping insurance. So I sent them another invoice and haven't been paid or heard anything from the buyer.

You have two options:
a) recall the package. Yes, the USPS can do recalls, but it's not a guaranteed service. You have to file form 1509 at the PO you mailed it from, and do it asap, as it cannot be recalled after delivery. Then if the buyer ever pays, ship it. if not, it's time to file an unpaid item dispute.
b) file an unpaid item dispute if the buyer does not pay. This recovers your final value fees, but nothing else. It gives the buyer a strike; too many strikes and his account will be suspended.

Regarding insurance, ebay absolutely allows sellers to require insurance. What sellers may not do is charge more for the insurance than is actually required. This means if you are insuring via the USPS, and the USPS will charge $1.75 for the insurance, then you may not charge your buyer $5. Sellers also may not require that buyers pay a fee for self-insurance. When self-insuring, sellers take a small part of the s/h fee paid and put it into a dedicated fund to pay out for lost/damaged packages.

Did you have a tracking number on the package? Or some way to track it through the post office? If so call and give them the information and tell them to stop the package. Call the 1-800 number for the USPS. We used to do things like stop the packages at UPS but I dont know for sure if USPS can stop it although they should be able to. Tell them your story. That is about the most that you can do. Also file a failure to pay notice with Ebay. Chances are if it gets to the customer they will not pay due to there ignorance concerning insurance.

Im an ebay organization, and the final rule is to look forward to the fee, then deliver it. in case you deliver it in the past waiting for fee there is not any ensures you will ever gets a commission. the clarification a lot of people on ebay dont deliver to Nigeria is with the help of the fact Nigeria is abode to many ebay scammers, people pretending to be respected shoppers etc, asking you to deliver in the past fee for like an significant journey which includes a pretend wedding ceremony.
