Others have explained the difference between wet / dry suits, but no one has answered your question about temperature's.

The answer is: It depends! :)

In 60 degree water, I'd be comfortable in a full 7mm one piece suit & booties. A 3/4mm isn't going to cut it for me, but, it depends on the person. If you have a good tolerance for cold, it may be enough.

A drysuit is more expensive, requires a specialty course to safely dive, as it's a completely different suit when it comes to buoyancy. You can layer undergarments to suit the water tempratures around you.

If you'll be diving a lot in those temps, go Dry. You won't be sorry!

A drysuit is a close-fitting, double-layered garment worn by a scuba diver in especially cold water, protecting the skin from contact with water; having an internal, warming layer of air that can be added to in order to equalize pressure during descent.
A wetsuit is a close-fitting rubber garment worn by a skin diver in cold water that allows a thin, insulating layer of water to collect between the diver's skin and the suit in order to retain body heat.

You're going to get cold after a while.

At least get a full wetsuit and boots and gloves.

Drysuits don't let water in at all, and so are warmer.

I might as well say it-- one is wet and one is dry.
