Turn it over and twist off the circular holder. Take a Q-Tip swab with a dab of alcohol and clean the little strips of metal that the ball rolls on. This should help. You should find lint, hair and some pieces of food particles. Clean it up once in a while and shouldn't have many problems.

After doing so much dirty work for you, you have to clean your mouse.
You have to open your mouse, remove the ball, clean inside with pointed stick, clean ball, close and use it
If it uses led light , clean the lens and light sensor using cotton stick with little alcohol (i use aftershave lotion)
