I assume you are asking for a vector that is equivalent to

-4cis130 -6cis(-220)
where cis(x) means cos(x) + isin(x) where i = sqrt(-1).

-4cis130 -6cis(-220)
= -4cos(130) -4isin(130) -6cos(-220) -6isin(-220)
= 2.571 -3.064i +4.596 -3.857i
= 7.167 -6.921i
= 9.963 cis(arctan(-6.921/7.167))
= 9.963 cis(-44)
or, as you were expressing it,
9.963 to the vector of -44
