You can identify a Cuban cigar by the way it is rolled. Yes, the cigars will be seized and you can be penalized for trying to smuggle prohibited items into the country. The penalty can be anywhere from the domestic value of the item to you can be filed on criminally for smuggling.

Why bother shipping from the US? I'm in Asia (until next week) and can get Cuban cigars at the corner cigar shop; not a problem shipping them between countries either.

Travel to Mexico or Canada or another country, buy them and then ship them to wherever you want (but not into the that "freedom" loving USA or you will go to jail and be raped by a murderer).

Officially no.

In practice - perhaps. But it's probably unwise to label them as Cuban cigars. And if you take the bands off and send them separately - who's to know ?

No you cannot. Besides, you probably are not even getting a real cuban, just a counterfit knockoff that costs way too much.
