The State of Georgia, U.S. of A., was founded for a "penal colony" (as was Australia later on). In England, at that time, anyone caught stealing a loaf of bread was incarcerated. As the Crown did not have much money (wealthy merchants financed the expeditions of Roanoke, Jamestown, the Mayflower, etc., even wars) prisoners were kept on derelict ships, pens, etc., given very little in scraps to eat. Their relatives/friends were supposed to feed and clothe the prisoners.
Well, one solution was to round up those "criminals" and ship them off to the Colonies (many of the people in Virginia were also such prisoners).
It was, as they say, a win-win situation.

Why was Georgia founded? I personally am answering your question in my home in the state of GA.
That's a weird question, too...
I don't really even know. Maybe because the people wanted exactly 13 colonies, so they said what the hay, so they made GA! XD
