Think of it as a cultural and economic question. There are no entry barriers to participation in running. All you need is a pair of sneakers and a road. People throughout the world do it. Yes, the East Africans have dominated the world stage at the top, but every region has some pretty good runners of its own (particularly when women come into the equation). Asian runners often have won in America.

On the other hand, swimming and diving is more expensive. You need a pool, and that's a luxury in many parts of the world. So some potential divers in Africa never get a chance to develop their talents. Therefore, you don't see them at the Olympics.

You can apply this to a number of sports that has a high dollar cost for participation -- hockey, golf, yachting, equestrian events, etc. Poorer countries always will be under-represented.
