The government doesn't amend it formally, the people do!
An amendment is proposed, if passed by 2/3 of the Congress it goes to the states for ratification, which also takes 2/3 of them to pass it!
They don't INFORMALLY amend the constitution! They may pass an unconstitutional law, or a Supreme court may INTERPRET it, but even that is subject to change. A good example is when the US picked up US citizens who were of Japanese descent, and put them in concentration camps during WW II! Clearly Unconstitutional. The Supreme Court Judge who wrote the opinion later admitted he was wrong!

there's no *casual* thank you to amend the form, the technique is defined in the form.
