stated that Russia and China are doing extensive spying here and that we wanted to find these cells here in the US. What does this mean?

this is nothing new they released it in conjunction with stripping away more of our rights to privacy IE more warentless wire tapping
its amazing how they know how effective it is but have no clue to the amount of intercepted emails or calls , it should make you wonder about the amount of abuse and how effective it really is

It's called industrial espionage and it's being going on for ages. Every nation in the world would like to steal our technology, copy it and use it for their own purposes.
