Who read or now about Hercules? I have a question about it! Help!?

At the part when Hercules spent his time in the hills with the sheep in Thebes to the the part when he fights the men in blue...
ok...the question...
what was the reason the man in blue gave hercules for collecting the tribute at this time even though it meant many might starve?

Becaus he was tired from journeying...not much of a folklore person...check other sources too but i think thats it.
