Make sure the current employees know they all are treated equally. When people think they won't get promoted they tend to quit or give up trying. Never play favorites based on things like gender or race or the people who are treated badly will quit.
Have a written company policy against harassment and have a trainer come teach the employees what it means to have a work environment free from unpleasantness.
I thought of working in shipyards in the 60s but since my dad and husband did I knew how unpleasant it was for women and didn't apply. Now I have been here 5 years and never one thing to make me want to leave. A customer called me Princess once and our HR person heard him and told him it wasn't allowed. Princess isn't so bad but it is demeaning to a professional woman as is calling a woman girl or darling, sweety, honey or other unprofessional endearments. I was referred to once as a Vindictive ***** once but at least he respected me. Everyone thought it was funny and I was often referred to as VB in fun.

Thats easy. Put ads through careerbuilder and yahoo hot jobs and mention that your an equal opportunity employer and set up interviews. After hiring, treat the employees well to keep them. Sometimes a work environment is more important than pay to people....dont micromanage. Everybody hates that. Let employees feel like they are independent and you will keep them.
