Its a civil matter. I would contact your local labor board. They jump all over this kind of thing.
I would also be looking for a new job. The way I see it, if an employer expects you to show up for work as scheduled and on time, they need to be able to pay you on time and as scheduled. If they can't, they have problems.

He is Not above the Law and will be embarrassed if you go to The National Labor Relations Board and The State's Attorney General's Office armed with the dates and times you worked. You might even consider filing EEOC charges and find another job in the mean time! You can also put him and all of his business in the air for all the world to see at ripoffreport.com. It is not strictly a civil matter, but you do not report it to the police either. You report to the Board of Wages and Hours. Call your local unemployment office if you can't locate a local office.

I had a similar problem I quit my job and when I went to pick up my last check they told me I had to sign a statement saying I resigned which I refused so they refused to pay me.
I called the US Labor Relations board,told them my story and they put me on hold for all of two minutes-came back on line and told me I could go pick up my check. Try it!

You need to go to the small claims court. My brother is a lawyer and handled a case like this. The guy had to pay once the sheriff forced him to!
