Saturn's moons Phoebe and Hyperion are not tidally locked.

Hyperion is not, because the other large moon, Titan, affects Hyperion's orbit as much as Saturn does, so it's orbit is chaotic, as is its rotation

Phoebe is too far away from Saturn, has too elliptical an orbit, and is too inclined, to be locked
