Okay for all those who said that it is from tight clothes, she might not wear tight clothes. I don't, and yet I stil manage to have some chafing at times. Some things that I have found that work well...
1. Wearing under armor shorts (like bike shorts) they were my saving grace during band camp. I had NO chafing.
2. Use vaseline... it really helps to lubricate the area.
3. Avoid the hottest times of the day. If you don't sweat, it is hard for chafing to occur.
4. Change your clothes often. Don't know why it helps, but it does.
5. Take it easy for a while when your skin does chafe.
Best of luck

It's heat rash...and it comes from sweating down there and not getting enough air flow (because of your tight clothes). So your problem is moisture. Put baby powder on yourself after you shower and before you get dressed. That's about all you can do, other than wear looser clothes. It's not healthy to wear tight clothes, it creates a breeding ground for bacteria that can lead to vaginal infections, not to mention heat rash. Bacteria only breeds where it's warm, so if there's air flow, you can really cut down on it.

you could try a cortezone cream (sorry I'm not sure if I spelled that right) or there's peneten (again with the spelling - lol) cream that's commonly used for diaper rash but works just the same.
If it's from shaving, you can buy a special oil that usually comes with wax kits (but I'm pretty sure you can buy it on it's own). That'll prevent ingrown hairs and get rid of the itch and redness. Good luck!

I had that issue with a pad, its edges were chafing me, but if you wear something that chafes you, try not wearing it for a while. It could be razor-burn, too. Try baby powder, and looser jeans, or something with lighter and/or more breathable material, so it causes less chafing.
