I don't really know sorry, but have been a few times and love how free and easy it is over there and how relaxed and chilled people are, and I do not think it is just done to the smoke etc.
Everybody in the uk always seem to be so wound up and stressed all the time.
I would love to live other there, instead of here.

I used to work with a guy who got arrested there for being a drunken English pillock, and put in a cell. He followed his usual routine of banging, kicking the door, shouting...what he was used to at home. A Dutch policeman came immediately:
"Are you OK? You have a problem, we will leave the door open, you like some coffee? Do you need a doctor?"
To give him his due, he said they made him feel ashamed.

Years ago, a secret comittee decided that Holland would be Europe's litmus test for ultra liberal policies. If they go well in the long-term, the rest of us will cotton on.

I'm not claiming to be an expert on the place, but at a guess I would say that it's because their territory has been battered by successive wars and so they had enough of that sort of thing.
Am I right? Or in the ballpark?

Well, during WWII, Holland tried it's best to be neutral & often tried to help refuges (jews..) and because of that, much of their land & properties were destroyed. After WWII, Holland wanted to define itself as the opposite of the oppressive german "control" mentality by offering its citizens the freedoms & choices that were still unavailable to their then enemies, the germans.

Education creates liberalism, and their educational system is great.
Thats why places with lots of great colleges like Massachusetts and California are more liberal than cesspools of ignorance like Oklahoma and Nebraska.

I think it had something to do with their experience under Nazi occupation for 5 years. After their liberation by Canada, they never forgot what Canada did for them, and they never forgot how precious freedom is.
Personally, though, I think they went overboard with the drugs scene.
