Since the Moon has a "day" one month long, I suspect any base on the Moon would just use Earth time and ignore the day/night cycle as best they could. Pick a time zone. UT, or GMT might be best but NASA might choose to use Houston time for any base they establish, for the convenience of ground controllers.

It might be UTC, but it would more likely be Houston time. That is, USA Central Time Zone. That way, the sleep/wake cycle on the moon would be the same as the Earth headquarters.

Well, they'd have a control center on Earth somewhere; I'd bet the Russians would have their colony set to Moscow time, the Chinese set to Beijing time, and ours would be set to Houston. Or Pasadena.
